Indonesia eSIM Coverage: Java and Bali Versus the Outer Islands

Indonesia is an archipelago of thousands of islands, and mobile coverage is very uneven between them.

Jakarta, Yogyakarta, Surabaya and the other big cities on Java have dense coverage. So does most of Bali, including Seminyak, Canggu, Ubud and the airport, along with the main roads between them. Lombok's towns and the Gili Islands are generally connected too. Coverage thins as you head into Bali's mountainous interior, onto Nusa Penida's back roads, and further east.

Things get harder in eastern Indonesia, in places like Flores, Komodo National Park, Sumba, Maluku and Papua. Towns such as Labuan Bajo, the gateway to Komodo, have 4G. Out on the water around the national park, signal is patchy, and a multi-day liveaboard boat may be offline for much of the trip. Sumatra, Kalimantan and Sulawesi follow the same pattern: cities are covered, while jungle, highlands and remote coast are not.

Three operator groups run the networks. Telkomsel has by far the widest footprint. Opensignal's June 2025 report gave it a Coverage Experience score of 8.7 out of 10, well ahead of its rivals, and in its December 2025 report it won the most awards. Indosat's IM3 network won Reliability Experience in December 2025. XLSmart was formed in 2025 when XL and Smartfren merged, and Opensignal says it is expanding 4G in Bali, Kalimantan and eastern Indonesia. The Indonesia plans on this page list Telkomsel, XL and Indosat as local networks.

For data, Ericsson estimates average smartphone use in South East Asia and Oceania at about 21 GB a month. That's roughly 5 GB a week, or 10 GB for two weeks, if you use your phone as you do at home. Many Bali villas and cafés have Wi-Fi. On the outer islands, though, mobile data may be your only connection, if you can get one at all.

Getting connected:

1. Install the eSIM over Wi-Fi before you leave home.
2. After landing in Bali or Jakarta, switch the eSIM line on, set it for mobile data and enable data roaming for it.
3. Keep roaming off on your home SIM.

One Indonesia-specific rule: phones used on Indonesian SIM cards usually need their IMEI registered. Indonesian customs says visitors using international roaming are exempt, and a Teraroma eSIM is a roaming eSIM. Local SIMs registered at an official operator outlet give visitors 90 days of network access.

When does a local SIM make sense? If you're staying more than a few weeks, travelling deep into eastern Indonesia, or want a local number for local apps and drivers, an Indonesian SIM from an operator outlet is worth considering. Many travellers choose Telkomsel for its reach. Expect passport registration and a short wait.
